As a former State Minister for Health and a long-serving member of Parliament, Captain Mukula has played a pivotal role in shaping Uganda’s health policies and legislative framework.
ACCOMPLISHMENTS
- He negotiated peace initiatives in the ADF which saw the peaceful return of Charles Wisley Mumbere Iremangoma (King of Rwenzururu Kingdom) and coordinated the return of exiles from Zambia and Kenya.
- He initiated the fight against the Lord Resistance Army (LRA) in Teso sub-region and with other colleagues, formed an auxiliary force; the “Arrow boys,” who fought the LRA out of Teso.
- He successfully moved a motion in Parliament for the disarmament of the Karamojong on 14th March, 2000, a move that has ushered in peace in the East and Northern Uganda from cattle rustling.
